In truth, Morocco is a safe place to visit . There’s only really small crime there (scams and pickpockets) and you’re unlikely to be assaulted or seriously hurt as a tourist in the country. Morocco is super safe for tourists now. Morocco travel requires extra vigilance because it’s easy to have something happen to you.
Fes is no more dangerous than most places. Guides/touts can be a nuisance (as everywhere) but they are not needed to explore the medina. If anyone becomes pushy, go into a shop or ask the shopkeeper the right way. I personally do not like Fes but only because it is grubby and lacks excitement.

If your decision is based on just visiting the city, then I would choose Fez . I think it’s a more attractive, more interesting, less touristy, and less stressful city than Marrakech . I enjoyed Fez much more than Marrakech .
